Update Gemfile.lock to vmpooler 3.9.0 and fix rubocop offenses

Browse source 
- bundle update vmpooler to pick up 3.9.0 (circuit breaker + adaptive timeout)
- Fix 5 pre-existing rubocop style offenses (all autocorrected)
