c403da8cc6 Update vmpooler chart to 3.9.3-rc.22 with P4DEVOPS-8570 optimizations 
- Phase 1: Performance instrumentation (vmpooler_performance metrics)
- Phase 2: Status API caching (30s TTL) + Redis pipelining
